[Panel] Layout: Toolbar is not displayed again

If I click once in a field in a layout, the toolbar appears and the options are displayed in the pop-up. If I then click in the field again, the toolbar is no longer displayed. It only reappears when I click in another field and back again. This behavior also occurs with images and other elements.

Expected behavior The toolbar should always be displayed when I click once in a field.

Tested with:

• Kirby Starterkit 4.1.0 and 4.1.2
• macOS 14.4
• Chrome 122
• Safari 17.4

Having trouble though to reproduce it on macOS with Firefox 123.0.1

@distantnative Just tried it with Firefox. I was able to reproduce the error there. However, there is an area where the error does not occur. Namely, where the text block ends.
