Sections invisible while loading → display "is loading" message

Describe the bug
When you load a pages section in the panel (or in fact any section), there is a slight moment, where the section will not be visible at all while the panel loads the section data from the server. This gap of not being able to see anything from that particular section increases on a slow internet connection, shared hosting and the more pages or fields you want to list. In the worst case, it can be seconds of confusion, worrying that your content has disappeared or the panels is broken.

To Reproduce
Steps to reproduce the behavior:

1. In the panel, have a pages section with many pages
2. Reload the page Best experience on slow connection, slow server and lots of content ;)

Expected behavior
It would be better, if a bare skeleton of the section would be loaded right away with some kind of message or animation that suggests "wait a second, but something will be here soon, promise!". And when the pages data returns from the server, the message disappears and the data gets filled in, just as it does right now.
