Error message when trying to create Admin account

Hallo having installed grav-v1.7.43 on my local harddrive with Xampp. Installed the admin, email, error, form and login Plug-ins. When trying to create an Admin account the error message comes 'foreach() argument must be of type array|object, null given', see att. What is the problem and how can I solve it?
