Allow users to have more voting power

In some cases you want to prefer votings of certain group of users (e.g. subscribers vs. free, different support plans, etc.):

It would be great to have an API endpoint and web-admin user edit possibility where you can modify users or group of users to define the amount of votes they have per up/down vote.

Users can then add/subtract the corresponding configured amount of votes accordingly to each ticket.
