New: Added withdraw charge feature

New feature withdrawal charge added. Admin can set withdrawal charges for their vendor. When the vendor sent a withdrawal request that charge deducts from the vendor balance. Example: If admin set withdraws the charge of $10. And vendor sent a withdrawal request amount of $50. Then vendor receives $40 but subtracts $50 from the vendor balance.

Suggestions for QA:

1. Set withdraw charge from admin dashboard withdraw setting
2. Sent withdrawal request from vendor dashboard and see display amount after subtracting the charge and charge column? Check also approved and canceled requests.
3. And see admin dashboard withdraw requests same as the vendor dashboard. Approve that request and then again go to the vendor dashboard. Check is showing the correct balance on the vendor dashboard?
4. Finally deactivating Dokan pro and working as before?
5. Check with others features as auto-withdrawal disbursement has no issue?

Withdraw fee will be based on available payment gateway. admin can assign different rate for each gateway.

Hello is there any ETA when this feature will be added? Will there be a way to change the "charge" amount for individual withdraw request since I've noticed PayPal fees are different for each request.
