Add option for customizing subnet with edns

Hi,

Stubby supports tweaking edns with edns_client_subnet_private. However, only the address of the requestor can be passed to the upstream servers. Could we add an option to allow defining a customized subnet like in dnsmasq:

edns_client_subnet: 1.2.3.4/24,1.2.3.4/24
