Tutorial gifs bug - unable to remove gif tool tips with selectors hidden

The tutorial tips that appear above the tabs in the left sidebar are bugged, displaying the 'hover gifs' while being hidden in overflow.

They were half obscured under the menu before and the gif popups would play when hovering over the 'File, Edit, Selection' topbar menu, after clicking the tabs a bit they went away but the gifs still play when hovering the top bar. I can't get them to redisplay or see any option to remove them.
