Implement an enable/disable Rules for AI toggle switch

Is your feature request related to a problem? Please describe. Yes, o1-preview seems to respond very poorly to most Rules for AI.

Describe the solution you'd like I would like a toggle switch below the Rules for AI section of Cursor settings so i can easily disable/enable my rules when using with o1-preview or other scenarios where my normal rules don't work well.
