Indeed, because of this [bug ](https://github.com/hashicorp/terraform-provider-azurerm/issues/8794#issuecomment-1681011389)we cannot move from `azurerm_virtual_machine` to `azurerm_{linux,windows}_virtual_machine`. Anyway, effectively, the boot_diagnostics bug I mentionned not occuring with `azurerm_{linux,windows}_virtual_machine`! Sorry...
