Fix parsing mixed navigation messages from IGS and add test case.

I was trying to fix issue 117 but could not reproduce it a month later. I however found another bug when parsing IGS mixed navigation message.

Add a case in def _sparefields in nav3.py and also a test case with two recent IGS mixed navigation messages.

I can confirm this fixed the error I had with IGS BRDC RINEX 3 files
