Replace language flags with labels

I am preparing the upload for a new language (Catalan) and and I'm following the guide from here, on the part about the language requirements about the flag there's a problematic issue on some cases

For each language you need to have messages file containing the localized strings, a flag image to identify the language and some html fragments (optional) for some specific plugins.

There is an extensive guide here about this problematic, but some of the points that could be arised:

• Catalan is spoken in some regions of Spain with different flags, also it's Official from Andorra, no clear solution for everyone.
• Italian is also spoken in some parts of Switzerland, but probably they would be more confortable with Switzerland flag (or maybe not)
• What flag to choose for english? There's UK, US, Canada (some parts), Australia and many others

My proposal would be to replace the Country flag with a language label
