Enable CQL filtering for raster data

At the moment GeoFence only allows the editing of CQL filters for vector data. We have to enable them for raster layers as well in order to be able to set a specific catalogmode for a single layer.

TODO (low pri): probably it will be good to have a chechbox “Exclude”, that will disable the CQL area and automatically send the EXCLUDE CQL filter. TODO (low pri): it will be good to have a chechbox “Exclude” in the LIMIT rule, for both READ and WRITE access.

CQL filtering makes some sense also for mosaic layers, although I don't know if geoserver will let you apply it (need to check)
