Menu bar has too much of empty page

The Menu bar lists a lot of empty page (corresponding to the framework)

A user may not need to see the full framework, just what has been done. It would make the navigation a lot easier.

Is it possible to have a user version and a developer version of the menu? (the later with the whole framework, the first one only with non-empty page).

Currently, we can consider the site as the developer version. When the course launches, we can consider deploying a dev and master version
