Slug update wizard: Consider language in slug uniqueness check

This PR adds a constraint for the same sys_language_uid in uniqueness checks in the news slug update wizard.

This makes it possible to migrate to the same slug in different languages without suffixing a number.

This PR only modifies the 'Updates slug field "path_segment" of EXT:news records' wizard, the realurl alias updater does not respect the language.
