Links in templates do not include lang parameter

Description Links in templates do not include the lang parameter set in the URL.

Steps to Reproduce

1. Add a lang parameter to the collections URL (e.g. localhost:5000/collections/observations?lang=fr-CA)
2. Note that the links in the rendered page do not include the lang parameter This document as JSON (application/json)

Expected behavior If the user sets a lang parameter in the URL that parameter should be concatenated to all links in the template(s).
