add pygeoapi to Debian

Add pygeoapi as an official package on Debian (DebianGIS) (note that pygeoapi is already available via pip, UbuntuGIS, Conda, FreeBSD). As mentioned here, making pygeoapi available in sid will automatically add the project to Debian and Ubuntu.

pygeoapi already exists on Debian Salsa: https://salsa.debian.org/debian-gis-team/pygeoapi

The package is up to date, and the debian files are already being used to publish deb packages on UbuntuGIS: https://launchpad.net/~ubuntugis/+archive/ubuntu/ubuntugis-unstable/+packages?field.name_filter=pygeoapi&field.status_filter=published&field.series_filter=

We need to get a Debian developer to review the package and sponsor the upload to Debian.

I have made a debian package for sodapy, one of the dependencies. It is sitting in the NEW queue.
