Add support for harvesting ArcGIS REST services

It would be nice to have the ability to harvest layers from ArcGIS REST servers, such as this one for example:

http://maps1.arcgisonline.com/ArcGIS/rest/services/EPA_Facilities/MapServer/

Maybe https://github.com/jasonbot/arcrest could be used for this.
