Implement OGCAPIFeaturesCollection Probe

Is your feature request related to a problem? Please describe. For OAFeat generic Probes exist but more fine-grained health-checking is needed.

Describe the solution you'd like An OGCAPIFeaturesCollection Probe would allow a user to select a single Collection to be validated. Similar to WMS/WFS Probes that allow a single Layer/FeatureType to be checked.

Additional context Similar to WMS/WFS Probes that allow a single Layer/FeatureType to be checked. The Probe would allow the user to select a single OAFeat Collection in the UI.
