Default of GHC_RUNNER_IN_WEBAPP?

It seems the default value of GHC_RUNNER_IN_WEBAPP is 'true' unless when using the GHC Docker image (geopython/geohealthcheck:latest). Proposal: Make the default value of GHC_RUNNER_IN_WEBAPP in the Docker image also true.
