Add UI setting to enable / disable the metadata panel in the home page
Add a new UI setting to display in the home page the latest and most popular metadata panel:
By default is enabled, working as previously:

As discussed with @josegar74 , a more flexible approach can be to customize all tabs and search, or no tab at all - it has been done in https://github.com/geonetwork/core-geonetwork/pull/6516/files#diff-e59e3ff6d4ce905db615e79830f97fcdc8da9d7356d851d4a21c42c5195fa86bR185-R215
This would allow to have the home page with facet only as webcomponent
eg.
