Editor map doesn't zoom to geometry when WMC file is used

Describe the bug When the editor map is configured to load a web map context the map doesn't appear zoomed to the geometry bounding box.

To Reproduce Steps to reproduce the behavior:

1. Configure the editor map to use ../../map/config-viewer.xml as source in Admin console -> Settings -> UI Settings -> Editor Maps Configuration and remove the default Layer {"type":"osm"}
2. Create a new metadata record.
3. Add a bounding box and save the record
4. Scroll to the map and check that the bounding box entered in step 3 has not been zoomed.

Expected behavior When using a web map context file the editor map should zoom to the geometry bounding box as it does when no WMC file is used.
