Move the "Toggle legend visibility" control for layer tools

Move the "Toggle legend visibility" control to be at the same location as the layer's on/off checkbox and favourite control. This would show/hide the layer controls like legend-toggle, fade, unfade. One suggestion is to use the same (or similar) folder-style caret-right with rotation for the control

And shouldn't the "metadata" control be shown below the layer name/label, instead of beside the it?

We may need to review the placement rules for all layer controls.
