Moving layers in layer tree

If layers are moved in the layer tree (eg taken out of their layer group), they seem to get recreated/duplicated in their original position in certain circumstances. I'm not quite sure what triggers this yet.

Hmm.. that could happen, if the layers were not correctly identified by the custom values. I'll have to debug that...
