Initial installation on Docker

Currently, the docker instance already has ReLiS running on it. We also need a way to initialize ReLiS on docker. This initial installation does the following:

• Define the configuration setup (such as DB connection)
• Create a fresh database
• Create a Demo user
• Create a Demo project
• Initialize the Home page
• Initialize the "Getting started" pages
