Force inclusion criteria selection

When I screen a paper and I exclude a paper, if I don't select an exclusion criteria, a popup prevents me from saving the decision. That's fine. Now, if I include a paper and don't select an inclusion criteria, it still saves the decision. When inclusion criteria are available in the project, the user must select one to save the decision. A similar popup should sent.

The code is under views/screening/screen_paper.php in the JS function validate_screen().
