ISO to GeoBlacklight XSL - format

Over the next few days, I will take a look at some of the output from the ISO-producing institutions and see where the issues are. In looking at the 'format' element...In the ISO metadata, this is in the distribution information section, under gmd:distribution Format/gmd:MD_Format/gmd:name. This element is auto-generated by the ArcCatalog software.

Hopefully the idea is that as the XSLT's evolve we can be adding tests in to support features metadata and that we don't break it. cc @waynegraham
