Bare minimum gnome 46.1 support

Just a few packages to get the base of gnome 46.1 out

• I changed gnome-control-center to use local patches instead of pulling them from mattst88
• gnome-online-accounts no longer needs webkit (yippee)
• loong no longer supported by mutter/gnome-shell/gnome-shell-extensions due to sys-auth/rtkit bug #927153
• removed outdated sparc package.use.mask app-crypt/gcr:4 gtk entry
