bug: zhongli Q not applying petrification (could affect Mona?)

hmmm i'm not sure if this needs a fix i guess? cause technically it is a mechanic. maybe we can label it as future consideration or something?

properties:

• apply petrification status (yes, petrification is its own element) for duration without set durability on q dmg (should be done before geo from q goes through to prevent shatter from Zhongli Q) that cannot react with anything
• apply 1 dur geo without set duration that cannot react with anything (can be ignored?)
• geo dur/petrification status removed when petrification ends
• petrification prevents frozen from being applied to the enemy, reaction still happens though
• petrification preserves enemy's stagger resistent state if they were in such a state for mona q omen purposes
• both applications do not decay
