Adjust and Fix Snapshot Timings
This is meant to be a master ticket to help track the state of snapshot timing fixes across all characters. This is meant to align with the findings being made in the KQM #snapshot-timings channel, as well as adjust some of the current snapshot implementations for dynamic attacks (e.g., NAs and CAs) that occur before the actual hit lands, which can lead to timings being off on buffs.
