Add support for regional non-autopilot clusters

I had tested this previously with autopilot clusters but it looks like regional non autopilot clusters require a change to the waiter, so that it uses the new regional APIs and doesn't error our while waiting on the deletions.

i am currently rebased on top of Sam's PR to paginate the GAR repo list calls, so you'll either want to drop that commit or merge his PR first.
