Add a SPARQL check for gorule-0000021: Valid sequence ID in with/from for Iss & related annotations

Check with/from for sequence similarity evidence for valid database ID

Until now we have had a slot in the rules for SQL implementations of rules. We'd like to swap this for a SPARQL check. We'll use this rule as a test case. We will also have a simple script that will iterate over rules running SPARQL checks and producing a textual report.
