Change linkouts for MOD non-human genes to go to Alliance

This issue is resolved by making a PR on xrefs.yaml where the gene redirects go to the Alliance, not the MOD

Note: uniprot is unaffected.

Conversation from Alliance side here: https://agr-jira.atlassian.net/browse/SCRUM-2771 Current thoughts from our end are that this is best implemented on the Alliance side, providing a resolver/router for incoming identifiers. With this, we'd be able to direct all traffic to the Alliance with no need to examine CURIE internals. Discussion is ongoing there.
