import KEGG and MetaCyc xrefs via Rhea

Rhea provides downloadable mappings to KEGG and MetaCyc. We could automatically add xrefs to those via manually curated Rhea xrefs. First we should check if there are KEGG and MetaCyc identifiers we use which aren't mapped by Rhea.
