Replace UncertainT with ChronicleT?

I stumbled upon the Chronicle monad, which seems to support the semantics we need regarding warnings vs errors. It's generally a better idea to reuse existing packages than to roll our own implementation of things. That package sure uses some strange naming conventions though...
