Travis CI is dead, switch tests to GitHub Actions

I just realized after creating https://github.com/geerlingguy/raspberry-pi-dramble/pull/193 that there are now no CI tests since Travis CI gave me like ten seconds of CI workflow time and that was gobbled up after a couple days.

I thank them for there years of OSS service, but it's time to move on, to GitHub Actions for CI.
