I do this quite often (on DigitalOcean as well), and haven't encountered issues like this. What kind of errors are you getting? Is it related to network connectivity not working?...

As long as the feature wouldn't _require_ root (e.g. if someone didn't specify the option), I'd be okay with accepting a PR that doesn't break the existing default one-use use...

I may try to rebuild the base boxes today and see if that helps.
Ah, I likely need to update the base boxes so they'll have more recent packages available. Hopefully I can get a little time to do that soon!

Note also that the [Developing collections](https://docs.ansible.com/ansible/latest/dev_guide/developing_collections.html#creating-collections) documentation, it seems, assumes you're creating collections solely for the purpose of uploading them to Galaxy or AH to share with other users—my use...
@sivel - Is there a way I can, in the `ansible.cfg` file, short-circuit it to the configured collections path? Or is it only possible to set this on the command...
