Make installation timeout configurable

Hi,

there were two pull requests regarding a configurable installation timeout. I ran into the same problem today and found several pull requests that have been closed without merge:

  • https://github.com/geerlingguy/ansible-role-gitlab/pull/218
  • https://github.com/geerlingguy/ansible-role-gitlab/pull/201
  • https://github.com/geerlingguy/ansible-role-gitlab/pull/200 and another issue regarding this: https://github.com/geerlingguy/ansible-role-gitlab/issues/199

@geerlingguy Are you still actively maintaining this project, or should we investigate another fork? If this is still maintained, could we try to merge the functionality another time?
