First, not send SMS if phone=+1234567.... Second, not send cyrillic
Hello! Phone numbers have to be numbers only. try substituting + for 00
As for cyrillic. Can you try if you can send it via the command line? (examples here: https://docs.gammu.org/gammu/index.html#sending-messages)
If you can, it's a PHP problem, if you can't it's a gammu problem

change "+" to "00" - not send
Send only 8123...., but all numbers, in my db, format +7123...
From concole send correct, "+7123..."
