When 'idle channel tone' is enabled, analogue squelch closing plays 'call tone'

The 'idle channel tone' should not occur in analogue operation. Its intention is to play the user specified tone when the channel timeout is reached, and indeed it does.

But in analogue mode, each time the squelch closes, the 'call tone' is played.

Incidentally, toggled the option to 'off' and the 'idle channel tone' does still sound when a digital channel goes clear so it's not the end of the world.
