Windows: Create 64bit installer and uninstaller

Depends on https://github.com/geany/infrastructure/pull/14 and https://github.com/geany/geany/pull/4194.

G-P binaries are compiled as 64bit already for some time but the generated NSIS installer files were still 32bit.
