CHAPTER: Computational Environment

Thread to discuss chapter on computational environment and infrastructure. Picks up from gds#8.

I've started drafting this over at ch01_draft. I'll add questions that come to mind here as I'm going along and, once a first draft is ready, I'll suggest we merge the branch so either @sjsrey or @ljwolf can do a pass and review it.

Bits to improve/add:

• [ ] Refs to Open Science section (I'm currently marking parts where a ref or two would help as XXXref?XXX)
• [ ] Some sections rely a lot on hyperlinks to websites (e.g. section on Python). We need to turn these into either citations, footnotes, or remove them as they won't look good on a book.
