Add chamber notifications

Hello 👋

Currently, the OctoPod app and the OctoPod Notifications plugins will notify when the bed or hotend reaches above or below some temperature.

OctoPrint support "heated chamber", or really any printer that reports an ambient temperature as "C" (alongside T and B) in its report message.

It would be neat if it were possible to get a notification when the chamber temp goes above a certain temperature and if/when that temperature has been reached for X amount of time like you can do with the bed.
