Deleted zone still showing as IC3 zone

When a device is near a zone that has been deleted in the HA UI (we'll call it DELETED_ZONE), IC3 zone still shows as it even after many restarts. What is bizarre as well is that this happens when the device is in another zone (ACTIVE_ZONE) but IC3 still displays as DELETED_ZONE in the logs and as the person's current location. DELETED_ZONE is around the corner from ACTIVE_ZONE, but there was never any overlap in the zones.

iCloud3 loads the zones from the HA entity registry when it (and HA) starts. It shows the zones loaded in Stage 2(or 3) on the Event Log. The zone may be set up in configuration.yaml (or another file) and loaded into HA. Check the Devices & Settings > Areas & Zones > Zones like you probably have been doing.

Check the /config/.storage/core.entity_registry file. search for 'zone.[zone_name]' and see if it still there,
