Foobar does not like the CUE which Cuetools created
I have for a while the problem that Cuetools is creating unuseable cues. Everything works fine when I create an flac-image, but when I choose to create tracks I have problems with Foobar. I renamed the cue as text - otherwise I cannot upload. Anne Dudley - Ancient and Modern.cue.txt
Error message in foobar: Unable to open item for playback (Error parsing cuesheet: invalid index list (line 19)): "...\Anne Dudley - Ancient and Modern.cue"
There are small differences in the cue compared to 2.1.7 - but both cues do not work. Not sure whether the problem is caused by Cuetools or Foobar. But I thought I will report here first.

foobar2000 does not like noncompliant file-per-track CUE files. This is already known.
A CUE file is not a playlist. Why not just use a playlist for individual track files in foobar2000?
The problem with these cue files is that track filename written after the track declared. Also INDEX 00 with time stamps are excessive for per track cue files.
Basically for given example "Anne Dudley", to make it foobar compatible you need to move FILE "02. Veni Sancte Spiritus.flac" WAVE
above TRACK 02 AUDIO
line and delete ` INDEX 00 05:41:22'

I'll try to fix it, but last time when I tried, I failed to build CueTools locally :)
The purpose of the noncompliant CUE file is to preserve the INDEX 00 gap information. This is a feature, not a bug. There is a request on the Wishlist for an option to "Force Compliant CUE" sheet for separate tracks and perhaps preserve .noncompliant information a different way. https://hydrogenaud.io/index.php/topic,118915.0.html#post_g09
