Add reporting

Leverage existing rule functionality to create report entities that can have settings for the report output, e.g. CSV, JSON, Excel. Duplicate the existing rule entity, store, UI plugin and UI presenters as a starting point. Then add specific config and presenter for the report format. Possible support for Jinja2 templating.
