Annotations - various things

The Annotate table header button does not give the option to edit an existing annotation. The existing "Change xx" don't allow a user to modify the annotation, or add comments

The text that appears in the menu popup for creating a new annotations doesn't appear respect the property 'stroom.annotation.createText' , though I haven't restarted the UI since I changed it.
