another overflow

I still have an overflow with the following file: [20221005125057_IUSG01_WSSS_051200.zip](https://github.com/gbvalor/bufr2synop/files/9723427/20221005125057_IUSG01_WSSS_051200.zip) I can't find where it comes from. It is not fixed by PR #12 and #13

increase BUFR_TABLEB_NAME_LENGTH to 512 to prevent overflows

I still have some overflows with NOAA's data. 256 is not enough. 512 seems sufficient.
