addition of ROR as identifier for EML entities

This is somewhat related to #1557. In the working group today, people were asking if it would be difficult to add RORs to the list of identifiers for the cases when an institution should be credited in the EML. Seems like low-hanging fruit, and I wouldn't be surprised if this was already discussed, but I couldn't find a relevant issue. Tagging @ssmosstee for awareness.

Thank you @sformel-usgs - yes we at Ocean Networks Canada (and many others) would be interested in having RORs added to the list of options under the personnel identifier in the IPT.
