Allow dataset registration in checklistbank?

ColDP files are not supported in GBIF, but need to be imported into ChecklistBank.org (CLB) ultimately. It would be useful if the IPT would at some point allow to register datasets in CLB directly.

Registration in CLB differs slightly from GBIF. There is no publishing, hosting or endorsing organisation, but instead users can do that directly with their (gbif) user accounts.

Not if we want to register it in ChecklistBank. If we want that to happen in the GBIF registry we do need it
