Create a manual run testsuite requiring external live services

The IPT has a few integration tests that require external live services. As this is fragile these should not run automatically as a broken GBIF UAT or DataCite service could trigger failing builds.

Collect all the tests into a junit test suite that can be run manually in one go. Current known tests inlcude:
